Update Friday, May 1, 2020 1100 hours, MIDTERM EXAM INFORMATION

Midterm Exam will be administered, May 2nd at 0800 hours. Please do not arrive prior to 0715 hours. Report to STARS or COC and take the exam from the comfort of your own vehicle. AV Academy contact Deputy Thom for instructions for the day. If you are sick or have any Covid symptoms, do not report to either location. Call us and let us know your situation.

Everyone in vehicle will need to have a PPE (Mask), at least two pencils and a hard surface to write on, clipboard, book …or something similar. Upon arrival recruits will be directed to park in designated platoon areas. Parking in every other stall to leave distance between vehicles. If you carpool with someone else in another platoon, just pick one of the recruit’s platoon and let us know, who is in the vehicle.

STARS Center recruits will take the test in the southeast parking lot near the ATM. The test will begin promptly at 8am. When everyone in the vehicle has completed the exam, turn on your vehicles head lights and we will collect the test(s) and you will be free to leave. The test should take anywhere between 45 to 90 minutes to complete.

(Additionally, we will be handing out PT gear for any recruits that were absent in the 2nd or 3rd week that did not receive their printed T-shirts or sweatshirts and Class B name strips, ordered from Sheriff’s Relief. )

Yesterday, you should have turned in your homework with lecture notes for the week of Saturday, March 28^th. If you are having problems reaching your advisor, please contact us and let us know.

***Beginning this week, April 5^th and from here on out we are going to allow, all recruits at their OPTION, to type all their homework (lecture notes, word of the week and current event)***

If you elect to type, you must type it in a WORD document using “Arial” 12 font. All other conditions for the homework remain in effect; format, margins, # of pages, etc. all the details can be found in your Recruit Training Manual (RTM). Also be advised we will be running all homework through a plagiarism program. Do NOT cut and paste from the internet or your class mates homework. All homework SHALL be in your OWN words. The homework should be emailed to your advisor, who will forward it to us.

There is still a lot of learning value in hand writing your assignments; penmanship, spelling, writing thoughts grammatically (without computer auto-correct-spell checker, grammar check) However under the circumstances we have elected to allow this option. This will greatly assist those recruits and advisors having difficulty delivering and receiving the homework.

Recruits MAY continue to hand write their assignments if they are not having any issues turning it into their advisors. REMINDER Do NOT send in cell phone photos of your homework, a lot of them are not printing out correctly and we want to make sure everyone is receiving proper credit for their work.

This week’s (Saturday, April 11^th ) online lecture, we are planning on a Defensive Tactics module, please make arrangements to have approximately six feet in diameter away from any furniture (anything breakable) and or computer screen, ideally if you are able to view from your phone in your back yard or any space big enough to give you the room to follow along with the demonstrations.

In two weeks , we will be having a Mid-term exam, make sure you are studying your lecture notes and RTMs. Study your spelling words and radio codes we are also planning on quizzes this week in between the online lectures.

Lastly, Thursday, April 9, 2020 at 1600 for two hours we will hold an OPTIONAL facebook live session for any recruits to ask any questions or wanting assistance with their homework. Next week, we will begin platoon counseling sessions on ZOOM, this week, I need everyone to send their current email address to Explorerprogram@lasd.org

One Page (1) * assignments Word of the Week – Courage and One Page (1) Current Event, ** I made a mistake during the lecture when I said 2 pages. Word of the week and Current Event is always one page, Lecture notes are two pages , unless directed by the instructor to do less.

We realize the last few weeks have been tough on everyone, the online format has not been an easy transition but the class has preserved and you all have responded in a positive way. In an attempt to re-establish some normalcy and hold everyone to a higher standard, next week, we will continue with only a morning lectures. Our expectation is that recruits will be present for the lecture and be active participants or willing to be an active participant if called upon. if you miss the morning lecture, you will be counted absent. The commitment to be present on Saturdays even though it is only half the day, is being re-implemented.

The Explorer Training Academy at the Sheriff’s Training Academy and Regional Services (STARS) Center is the primary training site for the Los Angeles County Sheriff’s Department’s Deputy Explorer program, and is a Learning For Life “Certified Law Enforcement Explorer Academy”. Because of our excellent reputation, high standards and comprehensive curriculum, several local police departments choose to send their explorer recruits to our academy as well. This explorer academy is 18 weeks in length and covers a myriad of law enforcement related subjects.

In addition to several law enforcement training subjects, the explorer academy curriculum also includes subjects geared toward building the recruit’s self-esteem, character development, self-confidence and exposure to valuable life skills, while holding each recruit accountable, without excuses, for their performance.

This website was specifically designed by Sergeant Roller and former LASD Explorer Brian Ho, in late 2010, at no expense to the Sheriff’s Department, to assist explorer academy recruits and enhance their individual effectiveness and organizational skills, while attending the STARS Explorer Training Academy. The website officially went on-line with the start of Explorer Academy Class 86 (February of 2011), and had over 350,000 viewings as of September of 2016.

Inside, academy recruits will find important information and announcements, weekly assignments, study tips, physical training tips, uniform specifications and other tools that they can use. This site will also enhance the contents of the Recruit Training Manual that all recruits are issued.

Explorer Post Advisors can download all of the required academy registration forms by accessing the “Academy Forms Library” link on the right side of this page. All required forms are in a PDF format for their convenience. Explorer Post Advisors & parents can also monitor their recruits’ academic progress by accessing the “Recruit Progress Reports” link on the right side of this page.

The STARS Explorer Academy training staff is available on Saturdays to every recruit who is in need of assistance while attending the explorer training academy.

STARS EXPLORER TRAINING ACADEMY ACTIVITIES

Academics are a major component of the explorer training academy at STARS. Each week, recruits are required to take a radio codes test and a spelling test. Additionally, recruits are required to take copious notes during all lectures and presentations, that have to be neatly re-written in an outline format and submitted weekly in a cumulative notebook. Each recruit is responsible for submitting a current event paper that covers any topic relating to law enforcement and a motivational “Word of the Week” definition each week. Each of these assignments are graded and count toward the recruit’s overall grade point average (GPA).

Using their weekly notebooks as a study guide, recruits are required to take a mid-term and a final written examination, covering the various lectures that they have received.

A minimum GPA of 70% must be achieved and maintained throughout the explorer academy training program.

Recruits are afforded the opportunity to make up tests that they miss, during their lunch period.

The training academy staff make themselves available to provide study and note taking tips to any recruit who is struggling with the academic portion of the academy program, during normal school hours on Saturday.

Recruits (Parents/Guardians/Post Advisors as well) are kept advised of their academic progress and grades by accessing the Recruit Progress Reports link on this website. Each recruit is assigned a randomly selected and confidential student identification number, which allows them to access their grade and assignment list, from any computer. Grades are updated before the end of the day, on Saturday.

Physical Training consists of approximately 25% of the explorer academy curriculum. Physical training is vital to maintaining a healthy lifestyle and preventing childhood obesity.

All recruits are required to participate in physical training, unless an illness or injury prevents them from doing so. The physical training component consists of stretching (flexibility), running (endurance), calisthenics, weight training (strengthening), obstacle courses (coordination) and defensive tactics exercises (self-confidence).

All recruits are required to participate in a minimum of two (2) of the scheduled three (3) PT 500 tests. The tests are given during the third week, at midterms and during finals. Because each young adult comes to the explorer training academy with a variety of physical abilities, the PT 500 scores do not count as part of the overall grade point average (GPA). Rather, the staff monitors the test scores and looks for individual improvement from one test to the next. Recruits are weighed during the PT 500 tests, to monitor weight loss and assist in goal-setting.

Defensive Tactics builds self-confidence and compliments the physical training component of the explorer training academy. Recruits are taught basic punching, striking, kicking and basic ground fighting techniques.

Recruits are issued protective grappling gloves prior to defensive tactics training classes, and are closely supervised throughout the exercises to prevent injury and insure proper technique.

The training does not include impact weapons, such as batons, because explorers are not permitted to carry weapons, and therefore the training would be unrealistic for them. Rather, each recruit is taught how to protect themselves against attack from another person, by means of personal weapons (hands, feet, arms), confrontation avoidance and awareness of their surroundings.

The feedback from graduating recruits, going back to explorer academy class 80, when defensive tactics was added to the curriculum, has been extremely favorable.

Firearms Safety & Familiarization training has been a component of the explorer training academy for several decades. Recruits receive a firearms safety and familiarization lecture from the weapons training staff at the Sheriff’s Department range. The recruits are then allowed to fire a Department issued handgun and shotgun.

Recruits generally fire four (4) rounds from a handgun and two (2) rounds from a shotgun, at a stationary paper target. A member of the weapons training staff is always in close and direct supervision of each recruit on the firing line.

Although encouraged to participate, no recruit is mandated to fire a gun during firearms training.

Drill is a means by which to move a group of individuals from one place to another, in an orderly fashion. Drill is also used as a tool to teach recruits impulse control, discipline and command presence.

Routing

From Route 39 to Route 605 in Whittier.

(a) This will cease to be a state highway when the Route 90 freeway is completed from Route 5 to Route 39.

(b) The relinquished former portions of Route 72 within the City of Montebello, the City of Pico Rivera, and the County of Los Angeles are not state highways and are not eligible for adoption under Section 81. For the relinquished former portions of Route 72, the Cities of Montebello and Pico Rivera and the County of Los Angeles shall maintain within their respective jurisdictions signs directing motorists to the continuation of Route 72.

The Montebello Relinquishment was considered by the CTC in September 2000.

The portion of Route 72 in Pico Rivera was up for relinquishment in July 2005.

In 2019, AB 1810 authorized relinquishment in the City of Whittier and the County of Los Angeles. Note that this will only leave the portion of the route in the City of La Habra, between Route 39 and Valley Home Avenue.

Post 1964 Signage History

In 1963, this route was defined as the route from Route 5 in or near Anaheim to Route 245. Route 245 was Downey Road.

In 1963, Chapter 1372 changed the terminus of the route to be 'Downey Road near the City of Los Angeles.' This was just a rewording reflecting the 1965 deletion of Route 245, which was a temporary state highway during construction of Route 5 running from Route 5 near Los Angeles to Route 60 at the intersection of Downey Road. The 1965 act also added some relinquishment conditions:

The portion of Route 72 from Route 5 in or near Anaheim to Route 39 shall cease to be a state highway when Route 57 freeway in the Cities of Fullerton and Brea and the County of Orange is completed and the commission relinquishes present Route 57 in the Cities of Fullerton and Brea and the County of Orange.
The portion of Route 72 from Route 39 to Downey Road shall cease to be a state highway when Route 90 freeway is completed from Route 5 to Route 39.

So clearly the intent was for Route 72 to be a temporary route while the freeway system was being built out.

In 1981, Chapter 292 truncated the route to be 'Route 39 to Downey Road near the City of Los Angeles.' This eliminated the portion between Route 5 and Route 39, reflecting the completion of the Route 57 freeway. The second condition ('Route 72 shall cease to be a state highway when Route 90 freeway is completed from Route 5 to Route 39.') remained. As for the former portions of Route 72: the portion from Route 5 to Harbor Blvd [Route 39] was relinquished from the state highway system, and the portion from Harbor Blvd [Route 39] to Route 39 was transferred to Route 39.

In 1985, Chapter 385 added additional conditions to the route definition: “…except as follows: (a) Route 72 shall cease to be a state highway when Route 90 freeway is completed from Route 5 to Route 39. (b) Notwithstanding subdivision (a), that portion of Route 72 from Atlantic Boulevard to Downey Road shall cease to be a state highway when the County of Los Angeles completes the reconstruction of Whittier Boulevard approximately between these two limits.”

In 1988, Chapter 106 added an additional condition: “(c) Notwithstanding subdivision (a), the portion of Route 72 from Route 605 to Atlantic Boulevard shall cease to be a state highway when the County of Los Angeles, the City of Montebello, and the City of Pico Rivera complete the reconstruction of their respective portions of Whittier Boulevard approximately between these two limits.”

In 1992, Chapter 1243 changed the route to 'Route 39 to Atlantic Boulevard near the City of Los Angeles'. This reflected the completion of subsection (b), eliminated Atlantic to Downey Road.

At one time, there was a permit that allowed the closure of this route to all vehicular traffic, except emergency traffic, between Eastern and Atlantic Blvd on Friday, Saturday, and Sundy nights between 9:30 pm and 5:00 am. This permit was granted to reduce the 'cruising' that was occuring on the route on those evenings. This segment is no longer part of the routing.

In 2010, Chapter 421 (SB 1318, 9/29/10) changed the terminus of the definition: 'to ~~Atlantic Boulevard near the City of Los Angeles~~to Route 605 in Whittier'. Appropriate adjustments were made in subsection (b) as well. It used to read: '(b) Notwithstanding subdivision (a), any portion of Route 72 from Route 605 to Atlantic Boulevard ceases to be a state highway when the County of Los Angeles, the City of Montebello, and the City of Pico Rivera complete the reconstruction of their respective portions of Whittier Boulevard approximately between these two limits.'

In 2019, AB 1810 (Chapter 636, 10/8/2019) authorized relinquishment in the city of Whitter and the County of Los Angeles by adding the following to the Streets and Highways Code:

(c) The commission may relinquish to the City of Whittier and the County of Los Angeles the portion of Route 72 within their respective jurisdictional limits, upon terms and conditions the commission finds to be in the best interests of the state, if the department and the city and the county enter into an agreement providing for that relinquishment.

(1) A relinquishment under this subdivision shall become effective on the date following the county recorder’s recordation of the relinquishment resolution containing the commission’s approval of the terms and conditions of the relinquishment.

(2) On and after the effective date of the relinquishment, all of the following shall occur:

(A) Any portion of Route 72 relinquished pursuant to this subdivision shall cease to be a state highway.

(B) Any portion of Route 72 relinquished pursuant to this subdivision shall be ineligible for future adoption under Section 81.

(C) For any portion of Route 72 relinquished pursuant to this subdivision, the City of Whittier and the County of Los Angeles shall maintain signs within their respective jurisdictional limits directing motorists to the continuation of Route 72.

If the portion authorized for relinquishment in 2019 is relinquished, the only remaining adopted portion of Route 72 would be between Route 39 and Valley Home Avenue.

The route currently is along Whittier Blvd.

Pre 1964 Signage History

The current routing was originally signed as US 101, and dates back to the definition of US 101 in the 1930s. It was LRN 2, defined in 1909.

Route 72 was not defined as part of the initial state signage of routes in 1934. It is unclear what (if any) route was signed as Route 72 between 1934 and 1964.

Status

The SAFETEA-LU act, enacted in August 2005 as the reauthorization of TEA-21, provided the following expenditures on or near this route:

High Priority Project #1610: Reconstruct Whittier Blvd. (Route 72) and improve parkway drainage from Five Points to Philadelphia Ave in Whittier. $1,360,000. (~ LA 4.267 to LA 5.145)

Naming

Historically, this route is close to the original 'El Camino Real' (The Kings Road). The original 1964 route (from I-5 to Route 39) has officially been designated as 'El Camino Real by Assembly Bill 1769, Chapter 1569, in 1959. The roads that connect the Route 39 terminus with I-5 are also part of El Camino Real.

The portion of this route from the eastern entrance of Route 72 at the intersection of Costa Glen Avenue and Whittier Boulevard to the western entrance to Route 72 at the intersection of Penn Street and Whittier Boulevard (~ LA 0.603 to LA 4.855) is officially named the 'Detectives Mike Lane and John Pierce Memorial Highway.' (although the actual sign seems to say 'Whittier Officers Mike Lane and John Pierce Memorial Highway') Named in memory of Whittier Detectives Mike Lane and John Pierce. Detective Mike Lane graduated from Loara High School in Anaheim and joined the Whittier Police Department on January 22, 1968, as a cadet, attaining the position of police officer on May 23, 1969. In 1973, Detective Lane was assigned to the Whittier Police Department’s Detective Division, Criminal Tactical Unit, and Major Crime Investigations. Detective Lane was also a member of the Southeast Burglary Investigation Team from its inception in April 1975, until March 4, 1977, when he became a detective in the Whittier Police Department’s Investigative Division, Narcotics Detail. On December 13, 1979, Detective Lane was working undercover on a motorcycle theft investigation when he was attempting to buy back a stolen motorcycle from a local outlaw motorcycle gang when he was confronted by the suspects while still in his vehicle. Shots were exchanged and he sustained fatal injuries.Whittier Detective John Pierce attended and graduated from El Rancho High School and Fullerton City College. After a stint in the California National Guard, Detective Pierce joined the Whittier Police Department on October 2, 1967, as a uniformed patrol officer, and in the early 1970s, he served as a liaison officer in the Whittier Police Explorer Post. In 1973, Detective Pierce was promoted to the Whittier Police Department’s Investigative Division, assigned to narcotics and vice, and later served on the Whittier Police Department’s SWAT Team. In 1976, Detective Pierce attained the rank of agent. Detective Pierce also served as a training officer in the Whittier Police Department’s Investigative Division. In April 1977, Detective Pierce was named the “California Outstanding Narcotics Officer” by the We Tip organization. On September 21, 1976, while working on an undercover investigation regarding the sale of narcotics, Detective Pierce was assaulted by two subjects and sustained serious injuries. These injuries left him paralyzed from the neck down and ultimately resulted in his death on May 18, 1977. These two heroic police officers, who were killed in the line of duty while protecting the community against dangerous criminals, will never be forgotten; in fact, as of 2013, these are the only two officers the Whittier Police Department has lost. Named on 09/27/13 by ACR 62, Res. Chapter 139, Statutes of 2013.

Interstate Submissions

In November 1957, the designation I-72 was proposed for what is now I-580. This was part of an approach to have I-5 numbered as I-11, and I-80 as I-76, and included a lot of single interstate numbers for routes that are now loop or spur routes (3di). The numbering was rejected by AASHTO in favor of I-5W.

Pre-1964 Legislative Route

The route that would become LRN 72 was first defined in 1931 by Chapter 82 as the route from Weed to California-Oregon State Line, near Calor. In 1935, it was codified into the highway code as the following route:

“[LRN 3] at Weed to the Oregon State Line near Calor”

This definition remained unchanged until the 1963 renumbering. The route was (and is) signed as US 97.
